backbenches Definition

The backbenches in a parliament or legislature are the rows of chairs in the middle of each side of the chamber, occupied by the junior members of the government and opposition parties who are not in the cabinet or shadow cabinet. This term is used to describe the political members who are not in the highest governing positions but are still active in discussions and debates.
